Cathy Haney, CTP

Cathy is a Vice President and Senior Treasury Management Sales Consultant with Wells Fargo Bank. She has the primary responsibility for providing treasury management expertise to government clients in the Maryland, District of Columbia and Northern Virginia markets. Cathy brings more than 30 years of banking experience with over 15 years in the area of treasury management sales and sales support. Her financial services experience also includes bank operations and project management. Cathy graduated from DeSales University with a B.A. in Business Management, with a concentration in Accounting and Finance. She is a Certified Treasury Professional (CTP) and is a member of the Greater Washington AFP and the Maryland and Virginia Government Finance Officers Associations. 

Vice President

Tyrone A. Jones, MBA, CTP, CGFM

Tyrone is a senior financial manager for the Office of Finance and Treasury within the Government of the District of Columbia.  He is primarily responsible for executing the budget, managing accounts payables, and administration of the agency’s contracts.  Tyrone has over 23 years of financial and treasury experience.   Prior to being a senior financial manager, Tyrone served the Office of Finance and Treasury as the Banking Services Officer.  Tyrone graduated from Indiana University of Pennsylvania with a Bachelor’s of Science in Accounting and has gone on to earn a Master’s degree in Project Management and an MBA with a concentration in Finance.  Tyrone is a Certified Treasury Professional (CTP) and a Certified Government Financial Manager (CGFM).


Ryan McCarthy

Ryan McCarthy is a Treasury Analyst with PNC Bank in the Greater Washington region. In his role, he supports Large Corporate and Commercial Treasury Management Officers throughout the sales process. Ryan graduated from the Pennsylvania State University in May 2015 with a B.S. in Marketing as well as minors in Political Science and Economics. He has been an active member of the Greater Washington Area for Financial Professionals since 2015 and is currently a member of the Programs Committee.


Azalea Mackey, CTP (Past President)

Azalea is currently a Vice President and the Treasury Management Sale Associate Manager for the Greater Washington Market of PNC Bank. She has over 20 years of banking experience and has held positions at Riggs Bank and First Commercial Bank. Azalea has experience in product and project management, and a strong foundation in Treasury Management sales and services. She has been a member of AFP and GWAFP for over 10 years. Azalea attended the University of North Carolina at Chapel Hill and is a native of North Carolina.

Bill Spinnell, CTP (Past President)

Bill Spinnell is a Senior Vice President and Treasury Solutions Officer with Bank of America’s Washington, D.C. Healthcare and Institutions Group, which serves not-for-profit clients with revenue greater than $20MM.  Bill has been with Bank of America for 13 years.  In addition to his current role, he has held positions as a Client Manager in the bank’s Business Banking division and the Healthcare and Institutions Group.  Prior to joining the bank, Bill worked for Nestle for 10 years. 

Bill received a degree in Economics from the University of Washington and his MBA from the University of Maryland University College.  He has held the roles of President, Vice President and Communications Chair for GWAFP and is on the Publications Committee for the Healthcare Financial Management Association Virginia/DC Chapter.

Christina Manning

Christina Manning is a Treasury Management Officer with PNC Bank in the Greater Washington region. She is responsible for business development and management of a middle market portfolio. Prior to assuming her current role, Christina worked at PNC as a Treasury Analyst. Christina graduated summa cum laude from Siena College with a B.S. in Marketing and Management. Christina is a Certified Treasury Professional (CTP). She has been an active member of the Greater Washington Association for Financial Professionals for over four years and currently serves as Secretary.


Natalia Bykova, CTP

Natalia is a corporate treasury practitioner with over 15 years of treasury management experience. Currently serving as Director of Treasury at Gannett Co., Inc. where she manages cash forecasting and is heavily involved in optimizing treasury structure and rationalizing bank accounts and partnerships post-spin, as well as a key contributor supporting integrating company's strategic M&A activities across various financial systems and processes. In her prior role as Director and Assistant Treasurer at MicroStrategy Inc., Natalia ran the centralized treasury team overseeing liquidity forecasting, FX hedging and global expansion across 24 international subsidiaries. She has put in place a cash pooling structure to ensure visibility into company’s cash resources globally. Natalia holds a B.S. in Economics from George Mason University and a M.A., International Affairs from American University. Natalia also serves on the Communications Committee of GWAFP and provides consulting services in the area of treasury management.

Giselle Lloyd-Leeks, CTP 

Giselle is a Vice President with Wells Fargo and Treasury Sales Analyst II supporting the Business Banking segment.  Prior to her current role, Giselle served as Treasury Management Sales Consultant supporting the Mid-Atlantic region.  Giselle has been in the banking industry for 25 years, 18 of which serving in the cash / treasury management division.  Giselle is currently seeking her undergraduate degree and attends University of Maryland at University College and is a Certified Treasury Professional (CTP). 

Lindsay W. Ragheb, CTP

Lindsay is a Vice President and Deposit & Payment Solutions Relationship Manager at U.S. Bank working with commercial real estate clients in the Mid-Atlantic and Carolina regions. She has been in banking for over fifteen years.  Lindsay holds a B.A. in Economics from Vanderbilt University. She is a Certified Treasury Professional (CTP), has been a member of AFP and GWAFP for over ten years, and previously served as Secretary and Treasurer of GWAFP.

Donna Ryan, CTP

Donna is currently retired from banking and working part-time as Assistant to the President of the not for profit organization, Quest Arts for Everyone.  She has served as a Treasury Management sales officer in the banking industry for over 25 years.  She worked with large corporate, government, not-for-profit and government contractor clients in District of Columbia Metropolitan area.  Donna has held the board officer position of Secretary/Treasurer of Quest: Arts for Everyone and is currently the Treasurer of the non-profit organization, Center for American Military Music Opportunities (CAMMO). Prior to her banking experience, she was a Cash Manager for a billion dollar manufacturing company with seven divisions. Donna received two Bachelor of Science degrees from Louisiana State University (Major: Art/English and Major: Education). Donna is a CTP and has served as Secretary, Vice President, two terms as President and currently is Past President of the Greater Washington Association For Financial Professionals. 

Allison Questel, CTP, EMBA

Allison has over 20 years of extensive experience in Corporate Treasury Management and Banking both in New York and the DC metro area.  Currently a Treasury Consultant at RGP, Allison is now working with one of its top global hospitality clients.  Initially based in New York, Allison moved to the DC region and has held successive Corporate Treasury management roles at Morgan Stanley, AES Corporation and Computer Sciences Corporation. In addition, Allison was a Senior Treasury Management Officer at PNC Bank in the Business Banking division.  Further, as a Senior Consultant, she advised The Carlyle Group pre-IPO in Corporate Treasury best practices and created its centralized bank account management system.

Allison graduated magna cum laude in Accounting from Baruch College in New York and has an Executive MBA from Howard University in Washington DC.  She is currently the Chair of the GWAFP Membership committee.  She also volunteers as a Treasurer for a local DC non-profit – The WR Torres Foundation for the Blind.
