PRESIDENT - Allison Questel, CTP, EMBA

Allison is currently a Treasury Management Consultant working with clients in the Virginia area. She has over 20 years’ experience working in the Financial Services, Energy and Banking sectors. Initially based in New York, she moved to the DC region and has held successive Corporate Treasury management roles at Morgan Stanley, AES Corporation and Computer Sciences Corporation. In addition, Allison was a Senior Treasury Management Officer at PNC Bank in the Business Banking division. To date, she has led Global Treasury Operations teams, pioneered numerous cash optimization initiatives, transformed banking infrastructure and implemented treasury technologies.

Allison graduated magna cum laude in Accounting from Baruch College in New York and has an Executive MBA from Howard University in Washington DC. She also volunteers as a Treasurer for a local DC non-profit – The WR Torres Foundation for the Blind.



VICE PRESIDENT - Giselle Lloyd-Leeks, CTP

Giselle is a Vice President with Wells Fargo and Treasury Sales Analyst III working with the Business Banking segment.  Prior to her current role, Giselle served as Treasury Management Sales Consultant supporting the Mid-Atlantic region.  Giselle has been in the banking industry for 26 years, 19 of which serving in the cash/treasury management division.  Giselle graduated with a B.S. in Finance and minor in Small Business Management Entrepreneurship from the University of Maryland University College and is currently seeking a Master's in Business Administration (MBA). Giselle is a Certified Treasury Professional (CTP). 



TREASURER - Lindsay W. Ragheb, CTP

Lindsay is Group Vice President and Regional Sales Manager in Treasury & Payment Solutions at SunTrust Bank. She has been in banking for over fifteen years.  Lindsay holds a B.A. in Economics from Vanderbilt University. She is a Certified Treasury Professional (CTP), has been a member of AFP and GWAFP for nearly 15 years, and previously served as Secretary and Treasurer of GWAFP.


SECRETARY - Azalea Mackey, CTP 

Azalea is currently a Vice President in the Treasury Management Client Implementation Project Management division of PNC Bank. She has over 20 years of banking experience and has held positions at Riggs Bank and First Commercial Bank. Azalea has experience in product and project management, and a strong foundation in Treasury Management sales and services. She has been a member of AFP and GWAFP for over 10 years. Azalea attended the University of North Carolina at Chapel Hill and is a native of North Carolina.





PAST PRESIDENT Cathy Haney, CTP

Cathy is a Vice President and Senior Treasury Management Sales Consultant with Wells Fargo Bank. She has the primary responsibility for providing treasury management expertise to government clients in the Maryland, District of Columbia and Northern Virginia markets. Cathy brings more than 30 years of banking experience with over 15 years in the area of treasury management sales and sales support. Her financial services experience also includes bank operations and project management. Cathy graduated from DeSales University with a B.A. in Business Management, with a concentration in Accounting and Finance. She is a Certified Treasury Professional (CTP) and is a member of the Greater Washington AFP and the Maryland and Virginia Government Finance Officers Associations.

Bill Spinnell, CTP (Past President)

Bill Spinnell is a Senior Vice President and Treasury Solutions Officer with Bank of America’s Washington, D.C. Healthcare and Institutions Group, which serves not-for-profit clients with revenue greater than $20MM.  Bill has been with Bank of America for 15 years.  In addition to his current role, he has held positions as a Client Manager in the bank’s Business Banking division and the Healthcare and Institutions Group.  Prior to joining the bank, Bill worked for Nestle for 10 years. 

Bill received a degree in Economics from the University of Washington and his MBA from the University of Maryland University College.  He has held the roles of President, Vice President, Membership Chair and Communications Chair for GWAFP, serves on the Board and Finance Committee for Capital Area Asset Builders (CAAB) and is a member of the Healthcare Financial Management Association Virginia/DC Chapter.


Christina Manning

Christina is an Assistant Vice President and Treasury Management Officer with PNC Bank in the Greater Washington region. She is responsible for business development and management of a middle market and large corporate portfolio with a focus on government contracting. Christina has been in banking for over six years and is a Certified Treasury Professional (CTP). Christina graduated summa cum laude from Siena College with a B.S. in Marketing and Management. She has been an active member of the Greater Washington Association for Financial Professionals for over six years and a board officer for two terms. She is also a member of the Commonwealth Association for Financial Professionals.




Toni Gilchrist

Toni Gilchrist is a Vice President, Treasury Sales Officer with Bank of America’s Washington, D.C. Healthcare and Institutions Group where she is responsible for delivering integrated treasury solutions to a large client base of middle market not-for-profit organizations in the Washington Metropolitan area. As a treasury advisor, she provides the product expertise and consultation necessary to enhance daily operations and processing for her clients. She is also responsible for identifying new business development opportunities and designing workable solutions for these prospects.  Toni has over 30 years of banking experience and has been providing treasury management services to the not-for-profit community for more than 25 years.





Michael Martino

Michael J. Martino, CCM is a Treasury Consultant residing in Frederick, Maryland. He was formerly Manager – Cash and Banking at CSX Corporation in Jacksonville, Florida. Prior to that, he was Director – Cash Administration and Director – Equipment Administration at CSX Transportation. He is a former Vice President of the Treasury Management Association of Northeast Florida, a presenter at New York Cash Exchange, Treasury Management Conference of the South and the AFP National Conference and the author of 4 articles for Treasury and Risk Magazine. Mike holds a BA in Economics from Fordham University and an MS in Transportation from Northwestern University.
